I'd say yes. In this case, his magic is gained through a subcult of Heler; the fact that a woman can gain this magic without having to join Vinga strengthens this view, IMO. Orlanth Thunderous Helamakti are, of course, stuffed. One way of looking at it is that if your cult/subcult is listed in Storm Tribe, you're OK, if its from Thunder Rebels, you aren't. The only exceptions would be Minlister ("a shared subcult of Orlanth and Ernalda", ST p.222) and Nandan ("an aspect of Ernalda", ST p.224). Vinga is a slight complication too, in that all of her standard magic should be unaffected, but if the Vingan accesses unusual affinities such as those of Ohorlanth or Destor (i.e. those affinities not described in ST) then that affinity alone would be lost for the duration.
