It's described as such in the Glorantha: Intro p248.
There is a specific god of the Tap, Jraktral. However he lives in Fonrit and it's not clear what he has to do with the sorcerous tap spells.
Obviously bad things should happen to a sorcerer that taps too much but so far the effects are unstated.
