The question turns upon where the dead are. Ty Kora Tek's vast Cavern of Silence is not in the Storm Realm, where most of the Orlanthi (male and female) are. That she assists people to the afterlife has little bearing on they go to her afterlife or somebody else's.

         Any ghost overcome by a Ty Kora Tek worshipper finds
         itself in her Silent Cavern, even if they originated as a
         spirit or essense.  There they stay until Return Day, when
         Ty Kora Tek releases the Heortling ghosts to Issaries.

Since her Silent Cavern is not a long-term residence for Heortlings. I don't think that Heortlings in general are summonable from the Silent Cavern.

However Storm Tribe p89 says differently. There the dead Humakti are waiting in Humakt's Hall. Given what happens to the ghosts forcibly sent there:

         Ghosts slain by Humakt end up in his personal realm, and
         cannot be resurrected or contacted by normal means.
                         Storm Tribe p197

I don't think anything can be summoned from Humakt's Hall.

It's still a long way between his demesne and the Storm Realm.
