Another case I seem to recall reading words to the effect of: "The Lunars revived the ancient institution of slavery" this was due to the peasants and workers owing labour to the Dara Happan overlords by tradition but the Lunar nobles and organizations had no such free labour to draw upon.
Always remember that the Lunars are a *practical* people. Why execute a criminal when you can work them to death in the mines or fields? And since they have been forced to fight all these external wars and rebellion_is_ a crime there is a very adequate labour pool to draw on.
Besides, this lets one feed the Bat or conduct those chaotic experiments which consume so many without disquieting up the Heartlands populace.
As noted by others, if something as odd to produce as the magical slave braclets were not widely used, they wouldn't be such a common item. Somebody has to be using them.
And, when all is said and done, HeroWars/HeroQuest is not set in a happy, fluffy world...
