For clarity
Orlanth Is Dead = Hero Wars
Orlanth is dead = God's War

I don't know enough about your specific question to more than point you in the right direction, but here goes:

First look in Thunder Rebels p.139 which describes the state of Karulinoran when you visit it while Orlanth is dead. Look at the Late Chaos Age (ruined) and Silver Age (not present, replaced with founder-hero). I expect if you traveled to the God World when Orlanth Is Dead you would see something similar to the Silver Age.

But most heroquests take place in the God's War, and I would suspsect that you could still find Orlanth there, the same as you can find other dead gods like Vadrus, if you travel to a time when they were alive.

Orlanthi just cannot get to the God's War because to reach the other side their temple has to become Orlanth's Great Hall, in the God World (narrator's book p.20-21). As Orlanth is Dead makes clear, that just is not happening.
