As always YGMV, but if we want a 'canonical' Humakti clan it is likely to be from the Malani tribe. Barbarian Adventures tells us they are called the Sword Tribe and the Bad Boys and decribes them as rash and touchy (some of this is obviously propoganda). They have had Humakti kings since the occupation banned worship of Orlanth. in addition I have always assumed that old Mad Dog Malan himself was Humakti. So my money would be on the Malani having at least one of the: "2 dominant clans with 250 Humakti each, for a total of 500" - the Isolting clan at a guess. I might give them both clans that is defintely a YGMV decision.

Take a look at Jeff Richard's Taming of Dragon Pass campaign http://www.poppyware.com/dunham/glorantha/todp/ which seems to have presented the Malani Bad Boys as an 'enemy' during the resettlement.

They would be the quintessential war clan, taking tribute, offering their services for pay, a warrior 'aristocracy' might be developing as the free farmer becomes less important than the weaponthane in the king's hall. For good Orlanthi they would be scary, alien, and unusual.
