They don't. Even in glorantha, people are torn between what their gods say and practicality. Look as far back as Cults of Prax and there's an section in the Seven Mothers Cult about why people do not automatically attack Lunars. A choice passage:

         It is impractical for living beings to carry hatred too far,
         especially if the object of hatred has proved its battle
         prowess, is dangerous only when provoked, and is nearby:
         so the rest of the world sees Lunars.
                                 p46 Cults of Prax.

Cultures do not co-operate because cultures are a [God-Learner] construct. Co-operation and conflict only occurs between people and groups. Even within the Heortlings, there are widespread differences about what is good and what is bad to such an extent that two clans can differ about Dragons, Lunars, Loko Moko, the Pharoah and the like (c.f. Orlanth is Dead clan generator). This causes the situation where one clan will happily co-operate with the Lunars against the Uz while the other would do the reverse even though both are acting true to their traditions.
