Jar-Eel did it to the Pharaoh, so yes, it's possible to arrange it. However, it often happens naturally - if you have a big bad emeny that fits a mythic "enemy" role, you just tend to bump into each other when doing HQs. "Coincidence" doesn't mean "random".
