Your families seem far too small. My family is not just me and my wife, but also my brothers and their wives, and some of my cousins, and all the children. Some of whom have their own children. Figure on extended families of maybe forty, and 400 people in a clan doesn't seem so unreasonable.
On a practical level, 60 people - half of them old or children - couldn't handle a small raiding party of trolls, let alone some of the real horrors of Dragon Pass...
