Then the clan in /Thunder Rebels/ is almost half as typical as it purports to be: it has 1200 people, and I assumed it was just a little shy of the typical size. (TR doesn't say whether it is a large or small clan.)

Perhaps it makes more sense to think of the TR clan as completely average. Then the numbers are:

         clan == 1200
        tribe == 8,800 (at eight clans per tribe)
       sartar == ~200,000

Clearly the numbers at one end of the scale or the other aren't right.

On the other hand, if we assume that there are 180,000 Heortlings in Sartar, and 7500 persons per tribe, *and* that each clan has around 1200 people, then there are about 6 clans in each tribe.

This may make more sense...

But that still seems to leave the Heortlings on the short end of the stick militarily: each tribe can field a militia of only 1500 men? I have a gut feeling that this is rather low. But again, I'm not a military historian.
