Surely you're being a little alarmist here. Regardless, there have been assurances earlier on this list that ILH1 is fully HQ-compliant.
I just pulled out my copy of ILH1. According to the index, the following is the sum of references to Taraltara:
"We believe in Sedenya, the reborn Moon Goddess, and all Her aspects: Rufelza ...; Natha ...; Taraltara, the Turner, the Moon behind the Moon."
So, Taraltara exists at the moment; what magic she grants is not even hinted at. Roll your own, or wait for a later supplement (I imagine, with absolutely zero insider knowledge, that if it appears anywhere, it'll be in ILH2).
