Not quite. I think you'd need about four pages per "Homeland" of incharacter background material, describing the culture (e.g. What My Father Told Me) and religion (e.g. What The Priest Says) to *really* get started. I'd recommend Issaries produce a book of these, perhaps as a free download from www.issaries.com and www.warehouse23.com :-)
