Nope, he's later on.

Lessee, ol' Ethilrist was granted Black Horse County by that tricksy Emperor after the Nights of Horrors - 1506 ST. He established the boundaries by 1545. This is just after Sartar united the tribes in 1492.

Colymar entered Dragon Pass in 1325; Arim the Pauper in 1330.
