I recently read a good novel about this: Peter Huby's "Carthage". http://www.dewilewispublishing.com/FICTION/Huby.html

Lots of crunchy ancient-world realism. Horrible urban warfare. Parallels to modernity nicely hinted at. Good take on Cato, too. I enjoyed it.
