Which is a question in itself.

*IF* the murderer was Orlanthi in the first place, (and more especialy if the victim was Orlanthi) then no doubt Orlanthi law will have something to say about it. But Humakti law may well say something entirely different. And if either murderer or victim were not Orlanthi, then it'll be a different set of laws again. Which the Humakti will still ignore...

Yes, it will rather depend on what you mean by "murder". Orlanthi (or other local law) definitions are irrelevant, the question is whether Humakt, at the time of initiation, decides that it's too much of a dishonourable act for the candidate to be allowed in. In which case failing the initiation HQ may have lethal consequences.
