But Heler is the GOOD member of the water tribe, who recognizes Orlanth's authority and gives his blessings to the people of the tribe. There are still all of those other BAD members of the water tribe who drown good storm people and who help ice daimons freeze them to death.

This is how I got the idea of Elmal as Sun god vs. We Hate the Yelmites across to my Heortling-character players. Elmal is the one who gives light to see and warmth for us and the crops; sunburns and dried-up crops come from the bad guys (or from not giving Elmal proper respect, of course.)
