I think so - these guys haven't had to go through the trials and tribulations of the Praxian SD'ers - instead, they were much more like normal heortlings (Elmali) who have become (IMHO) more prudish and "Solar", but still aren't nearly as extreme as either Dara Happans or the Praxian SD. They are a melding of "normal Heortling values" and "Prudish Solar values" (shows where *my* loyalties are, eh?). Sure, they still have the phalanx, and javaleneers on its flanks, but they just might actually produce horse archers (the Elmali connection - Beren the Rider subcult).
