It's an insurance swindle/tax dodge. The Lunars obviously wanted to impose an exorbitant tax on a 2 story building, so rather than pay Gringle has burned it down, and is now attempting to recover compensation from Tatius the Bright, since the Lunars claim to be responsible for Sartar these days... ;)
