I don't think the average Gloranthan encounters Chaos with any frequency in either the physical or supernatural worlds. Indeed the average Gloranthan does not leave the physical world except on known and well travelled paths. So their knowledge of what chaos is largely depends on the myths they have learnt. Allying with known chaos (the broo) can therefore be regarded as safer than the Sable Riders allying themselves with foreign chaos (the Lunars). Of course the Sable Riders would argue that the Lunars understand and control chaos and it's only ignorant fools who would ally with uncontrolled chaos like a band of broo.

IMG these differing viewpoints and attitudes are what I like, Chaos may be the ultimate evil but what exactly is Chaos? and when faced with two sources of Chaos which is the worst?
