Yeah, I didn't envision Mostali-style machines so much as something simple like a huge spinning mill-wheel, continuously tearing away minute pieces of the spirits/souls/essences of Pentans and their allies.

Here's some extrapolation from that entirely non-canonical idea: Perhaps the empire *needs* (or at least certain factions within the empire believe that it needs) Sheng Seleris to return, so that more Pentans can be fed into the engines.
