What sort of powers do the Synod have within the Empire?
Also, lets say some local nobles wanted to try to bring a border region into the empire with a minimum of conflict (because resources are tied up elswhere, like Sartar) and found someone willing to negotiate that. Would he be able to talk to a Satrap neighboring the region or would this sort of agreement need to be made with one of the Emperor's personal servants? If it is the Emperor's servant, what sort would it be?
