Not necessarily. Jamie's not quite got the threat/power level of the regional scenarios quite right. They are written with the expectation of a powerful "leader" character (10w2 in an abiity or two) and a group starting level heroes. They are written as arcs and will increase in diffuclity as time progresses.

I'm well aware of the power curve for character advancement. And there are other ways to increase abilities rapidly. Heroquesting for personal power is one of them... and can be quite lucrative.
