I was thinking of the modern Heortling Tribes of Sartar compared to the Tribe of Tarsh (before it became a kingdom), the Lanksti and the Tarkarlings of Aggar. I am also given to understand that Tarsh now has fewer tribes than Sartar despite a larger population.

I shall qualify/retract my statement and recast it thus:

         Using the Alakoringite rites of Tribal Kingship, the Heortlings
         of Sartar apparently have smaller tribes than their Pelorian
        Brethren to the north.

Although this too is complicated by the Tribes of Alone and Aldachur that come from Tarsh yet have similar sized tribes as Old Sartar).

However the Glorantha: Intro (I didn't write its statements on this subject but realize as co-author/scapegoat, I'm probably the one to blame) does describes the Tarshites as Alakoring. This implies to me that they value their Alakoring heritage above their known Heortling roots.

But I'm waiting for Thunder Rebels before I venture any further comments.
