I'd agree that the Loskalmi are the closest in the West to using Lunar-style mass magic (although I think the Lunars are generally better at it, at least at the beginning of the Hero Wars). Cultures throughout the West use magic to support their military, but its typically a haphazard thing, much like Ohorlanthi storm voices helping out the Heortling warriors, or else Be Obeyed type leadership spells. What the Loskalmi also have IMO - besides a generally more efficient and better organised army - is a professional order of wizards dedicated to artillery support. Not quite a Lunar College of Magic (certainly smaller, for one thing), but very handy to have on your side nonetheless.

There won't be room for them in Heirs of Malkion, since they're really too specialist for that, but hopefully they'll appear in some future Loskalmi book.
