Pavis is possible - you can have Praxians, refugees from Dragon Pass
and people from the Holy Country turn up. If the characters are
tough enough a version of the Cradle scenario might be a good fit (A
long time ago Giant's cradles floated down the Zola Fel river - and
were often robbed for the magic they contained. In the scenario one
of these cradles puts in an unexpected appearance).
Or if you want a lower power game, raiding the Rubble might be a good start.
