They do require upkeep (food, weapons, housing) which does cost.

Historically there never was any guarantee of quality. Even if the Lunars ever concerned themselves with monetary policy, the relevant authorities have better things to do than worry about Pavis.

Why? They are producing a social good - namely coins that the army can use to pay its troops. The question that should be asked is why the Army isn't out there garrisoning the Mint. Since bandits control it, I suspect a cut is being paid to SorEel and others...
