I placed Rick's Cafe in the Machine City* near the airport which is the only way in or out for humans. Nobody can leave the Machine City except by permission of the People Whom God Forgot and the price of a ticket out* is huge (usually a magical artefact or two but they also accept cash - hence the Casino).
At Rick's Cafe, there are two contingents - Sartarites that fled the fall of their kingdom and Lunar survivors of a crashed moonboat expedition (shot down either by the Morlocks or the People whom God Forgot) - and every week they have a singing contest.
*like pavis except that the treasure is technological and scavangers have to be careful about the morlocks riding in tripods.
*the price of a ticket into the Machine City however is cheap - if you have huge debts at Casino Town, they even fly you in for free.
