There is the one hero band who are all flyers. *Goes to fish out his HQ book.* Thunder Rebels, actually. Elmalandti Bluespruce and his followers fly everywhere, it says. I don't know how many are in his band, but enough to cause the Lunars a lot of touble. The picture shows him standing up, but I think that's just to pose for the wood cut. In a large battle (Iceland?) he might call all the others flyers to fight with him. If most fights however, you're right.
