Most magic on the battlefields of Glorantha will even out - Side A may have X magic, but Side B will have the counter to it, and vice versa. Only in extreme circumstances should minor/personal magic (like feats, fetishes or spells) have a great impact on the field. instead, Gloranthan War Magic is that done by groups of people - whether a half-dozen shamans summoning Oakfed, or a small Heler or Orlanth temple bringing on a drenching downpour, or the Crater Makers making Craters.

Extraordinary circumstances would be like the WindStop. A side without personal magic is at a great disadvantage - look at your own characters and figure out how many bonuses from magic they get on average - for a lot of people that will be 5-10 points of ability gone, for great heroes that could be upwards of 20 points!
