I've had some fun with this. The situation is not all that bad for the prince of Sartar though. His army is made of clan warbands that form larger units of tribal warbands. At least they are used to fighting together.

As for the specialists, I'd think there are (secret?) societies. Obviously Humakti occasionally group together to form larger bands, but propably so do the heleri, or the Vangathi and so on.

So parhaps, in war, the prince could call on a Vangathi warband, whose members are from clans all over Sartar.
