There is and will be no 'Lunar Homeland Keyword' -- membership of the Lunar Way is a conscious decision (OK, many will have been brought up in it by Lunar parents, but they still must 'opt in'), but it doesn't change the social environment in which you were raised. It 'trumps' your original cultural modifier when it comes to the census (so, for example, the 12% Lunar share of First Blessed will include Lunars from the DH culture, Rinliddi, Kostaddi, etc).

So, your starting Lunar character will have his root homeland keyword and Lunar Citizen. He knows DH customs, even if he despises them as phallocratic anachronisms, just as he will be practised in the detection of the nuances of social standing (Lnow Place in Society). He may well have (remember, they are always optional) some DH characteristics -- most will still, for example, Fear Dragons, and it is even possible for a Lunar to be Conservative!

Of course, the HQ mantra is that there are always exceptions. Perhaps in a few metropola it might be possible to be born and raised solely among Lunars, but that would be a little bit like saying that the trouble with a US Homeland Keyword is that it doesn't work for the Amish! If you really want to create characters from exceptional backgrounds, jut whip up a keyword using the Imperial Citizen as a basis.
