Absolutely, that's a nice example of these exceptions. Even then, though, the TN orphanages are not homogenous units; there will be all sorts of differences in their engagement with the local community, the doctrinal slant given, etc. But a character raised in a more insular such community might well not have picked up those terrible antediluvian habits of his or her ethnic background.
