For the more primitive-looking homelands types (Balazar, maybe foot Praxians
or Grazers, etc). Conquest miniatures has its "500 Nations" figures - French
& Indian War Indians. Most would be hard to convert (since they are armed
with muskets, though for some you can trim out the muskets & swap with
shields or something), but there are some nice "personality figures" in the
greens section - the Clan matron and Sachem, the Corn Husk Mask ritualists
the False Face Mask ritualists. They look like there might be good shaman
figures in there.
