Just a guess, but when you buy something with a Credit Card, it creates a contract between you and the Credit Card Company, so if your goods don't turn up, or are faulty etc then you can claim a refund from them. If they consider the risk of this happening with an online store then they may increase their charges to this sort of business.

Also I would guess the risk of card-fraud is greater when dealing with cards over the internet rather than in a traditional store where the clerk can see the physical card and compare the signatures?
