I'm not sure I have to agree.Devotion is a matter of serving the god in his goal, not of commanding the other.
In real life and my chief team remind me of it everyday the best person in a domain is not always the team chief because she concentrate on the job to be done not on the planning and commanding. I think religious Glorantha is in lots of case the same.
The day to day care of the wealth of a temple and a congregation is not a matter of Faith or skill in the god domain but of a skill in politics and intendance.
The respect of the power/knowledge will force the people to listen to you but will not always make you be the chief of congregations.
Everything is of course IMO.

At the risk of restating I agree with Mark, with the caveat that I
think most devotees will tend to have positions of authority,
otherwise they wouldn't be devotees. I think it is tough to be a
devotee outside of a community.
