There's no reason why both can't exist. Babeester Gor worshippers are scary sorts - especially to men. There are people who might find that a problem at least some of the time - such as diplomats or traders dealing with male-dominated societies. They might prefer to use Vingan bodyguards when the issue is likely to arise. Or there might be cultural reasons - some areas might be more Heortling-influenced and Vinga is likely to be more popular there.
