I agree with David, and go further that the Empire is trying to
assimilate Sartar into their culture, otherwise they would be
killing all Orlanth worshippers they find, or rounding them up. I
think that they *know* worship is still going on, but they are in
for the long haul and can see their plan working, albeit slowly, and
of course have the that *big* plan up their sleeve of that new super
temple.
Sure, if they are worshipping in an overt way an example will be
made, but thats all I guess. In many ways thats how we run it in
our game.
