There was a big debate on this over on the rules list. I was beating the drum for *more* leader cult aspects. However Ben pointed out that most chieftans will not be any more than an initiate, and after the concentration debate, will also likely not be concentrated magically either. So your talking -10 to improvise any feats for a kick off. New chief initiates to Dar and gets the leadership affinity at 12 according to Thunder Rebels. Which leads to the postulation that the ability to *do* feats does not necessarily mean a leader is *bad* or not effective.
FWIW, I theorise (ducks incoming moderator) that maybe the feats are actually more ritual in nature, and will get all sorts of bonuses and community support to empower them.
