I would consider the Starbrow conspirators to have been organized and the Righteous Wind went unchecked for nigh on five years before Harvar put the boot in. You also neglect the activities of the Telmori in wiping out the Maboder.

The Dundealos were punished for rebellion. Yes, their grievance was legitimate but their response was not.

If so, by far the most victims at the hands of the guerillas would be other Orlanthi who are sympathetic to the lunars. Furthermore being an Orlanthi guerilla means that you have to countenance secret murder (to avoid reprisals) and kinstrife in pursuit of your aims. A fanatical humakti might see nothing wrong in this but if the Sartarites come to believe that these sorts of deeds are acceptable in winning freedom, then I feel the Lunars have largely won the fight.

FWIW guerilla warfare almost never worked by itself. One either needs a proper army in the field to support the guerillas or to convince the occupying power to give up and go home (which does happen with western powers but it's not something that I can see the Lunars doing).
