Guerillas vs Regulars

Yes, of course they have. All of Saird and the Provinces and further back, they have faced other enemies of like ability. The Suvarian troops of the Empire were once barbarians too!

Most definately. If you want you can see a new campaign I started as a break from the Gwandor campaign about exactly such a unit - the PargAddi. Check Wesleys site for the first annals of the unit. I will be posting a full unit history and a listing of all the unit members plus a lexicon of unit words and sayings and a TOE for the more military minded out there. The Parg Addi are an example, but the Empire has many such bands. One of the most fearsome is the Fervent Brass Guards - a deadly Carmanian unit who were used to hunt the Goddess when she was first born and have since seen the error of their ways.

Exactly! Yes, and the Empire produces them in some quantities. The Coders are an example that we've seen but I think they are one of many. And unlike the Coders, a fair few (like the PargAddi) are ruthless and brutal and use atrocity as a tool of policy.

Most Imperial activity will be to:

a). Determine the rebels identity and location
b) Find the rebels
c) Destroy the rebels
d) Ensure that there is a strategic reward from the effort.

In my own campaigns, the players who follow Argrath Dragonfriend have faced Gladiators, Mystics, Soliders, Magicians of all ilks, Assassins and a pile of other types who have unique or specialised skills and are experts at finding and destroying rebels.
