For what it is worth, in the various Seattle Farmer games we have treated Sartarite as being the same language as Heortlander. Sartarites have a a distinct accent (shared by the Volsaxi), more Tarshite loan words, but it is the same language.

I give Tarshite (and the other Pelorian Theyalan languages) a -10 modifier to be understood or spoken by a Heortling. They had two centuries of no communication (as a result of the Dragonkill) - more than enough time to become largely unintelligible (I also think think that the Winter and Summer Tribes may have been strongly different dialects before Dragonkill with maybe a -5 to mutual intelligibility(.

I give Esrolian a -5 modifier to be understood or spoken by a Heortling. Same with Esvulari. Both originally had the same language as the Heortlings.

I give the various Wenelian Orlanthi tribes a -10 modifier to be understood or spoken by a Heortling.
