HQs define relaity?

Huh?

This does not fit my understanding of the situation, to put it mildly. HQs do, very much, define reality. That's what they're for. If they're "only" on the heroplane not the godplane then the effect on reality wil be localised, sure, but a full Godplane HQ will have effects on reality that everyone will notice.
