Except they aren't. Initiates can improv feats as active abilities without concentrating. A practitioner doesn't have to concentrate to use fetish abilities actively. It doesn't appear that ANY Wizardry form of magic requires concentration to use actively.

I agree, but it really doesn't seem workable by the rules, since active use of magic does not require concentration in the specialized systems. (Really, the only place it seems absolutely necessary is common magic.)
