I'm starting to think 0AP and a parting shot is a decent rule of thumb when it looks like someone is truly giving up the contest and allowing their opponent to accomplish their original goal. I think it is really a "whatever seems appropriate for the narrative" thing, but as a guideline, this seems ok.
