This is my preferred way of gaming regardless of the setting. I don't like the "story arc" approach. My Glorantha game is mostly centered in and around Sartar in 1600 ST. I have a PC playing the lunar Strategos responsible for the Sartar front. There is going to be an invasion, but what happens then is not set in stone. in the game there are a lot of negotiations going on between king Salinarg and the various independents of Dragon Pass (and the Pharaoh). EWF survivors are trying to re-learn old draconic secrets... and so on.

I use the existing material as examples of how Glorantha works, not as future history set in stone. The future is what the PC:s and others make of it.

Just go for it, and let the dice fall where they may :)
