I certainly think that the Lunars can be both a floor wax *and* a dessert topping.

There are many flavors of "Lunar" - from the Tarshite old timer who just joined the legions for the money and quietly worships Storm on the side, to the rigid Dara Happan who wants to punish all worshipper of Rebellus Terminous; from the gentle Yanafal Tarnali who adopts the kids of the men he's killed, to the hard-hearted Teelo Norri orphanage keeper who sells off Heortling brats to the Arena.

Eradicating the worship (and existance/freedom) of Orlanth *is* a goal of the Lunar Religion. How it gets implemented is up to the man on the spot.
