Population Figures - do they include children?

Howdy all -

I'm crunching some numbers and am trying to develop some cult distribution numbers for Sartar. A question - do people believe the population figures in Sartar (and elsewhere) include children or is that adults only. Greg's excellent short essay, "How Many Anyway", (http://www.glorantha.com/new/q-and-a/humakti.html) suggests that are not included - otherwise, there would be considerably less than 1800 Humakti in Sartar (more like 1100).

Any ideas? Has anybody really tried to crunch the population numbers and figure which answer is more likely?
