There is no government agency among the Malkioni Kingdoms (Loskalm and Seshnela) that is running covert ops against the Lunar Empire. Some Malkioni might be divinely inspired to take up arms against the Empire but other Malkioni (such as the Arrolians) are just as likely to seek an understanding.
In the specific case of Heortland, there are Malkioni missionaries around. Some will be opposed to the Lunars, others will be supporters considering how the Lunars are currying favour.
