Yeah - but I'm afraid the answer to the original question, "what use is an ability in this at 10?" is still "not much". As Greg (?) pointed out, the resistance to entering the Sky plane is still 10W3, not 14. Once there, you can gallop across it.

Still, I suppose while this isn't much use to a lone PC, if a serious priest/shaman/whatever opened the way and got them through the barrier, all the troops having "gallop across sky" could then be handy.
