As I remember it (and I can't find any supporting evidence, so it may have been a private conversation with Greg, or just a figment of my imagination), Harrek skinned *the* White Bear, and screwed his Rathori relatives out of its benefits. (one extreme end of the "personal or community" continuum of Heroequesting).
That being said, you should *not* take Harrek (or Jar-eel, or Sheng, or the Lunar Emperor, or...) as any sort of "typical" in Glorantha. These guys are part of the .0001% of gloranthans that have potential and become superheroes. Just because Harrek skinned the White Bear (while still a teenager, from what I can figure), it doesn't mean that any and every Gloranthan teenager can kill a god and takes its powers. (Of course, your player heroes, as player heroes, have potential to become Superheroes, so *they* might be able to kill a god and take its powers, but the rest of the Heortlings most likely would die in the attempt. Save your Hero Points boys and girls, and redeem them for Big Prizes!).
